Overview:

JAGO NARI is a non-government development organization in the central coastal region of Bangladesh. The main focusing areas of work are women's empowerment, Climate Change Adaptation, Health & Nutrition, Disaster Risk Reduction, and Education. Recently JAGO NARI is implementing a new project in the DRR &Climate Change field with the technical support of Save the Children. The project title is тАЬChild Cantered Anticipatory Action for Better Preparedness of Communities and Local Institutions in Northern and Coastal Areas of BangladeshтАЭ. The project aims to enhance access and capacity for climate information services, implement effective early warning systems, and develop risk-informed early action plans. In this connection, JAGO NARI is seeking a Project Officer for this project. The Project Officer, under the supervision of the Project Manager, will play a vital role in the implementation and coordination of a comprehensive climate resilience project with a focus on child-cantered anticipatory action. The role involves supporting various project outputs, engaging with local communities, and ensuring efficient project management throughout its lifecycle.

Responsibilities:

Project Coordination and Implementation:

яВ╖ Work closely with the Project Manager to support the development and execution of child-cantered community-based risk and vulnerability assessments.

яВ╖ Assist in the coordination of capacity-building initiatives for volunteers, district-level resource pools, DMCs, children and youth forums, and interpretation groups on Anticipatory Action.

яВ╖ Collaborate with the Project Manager in coordinating child-cantered, community-based risk analysis and vulnerability assessments, including digital elevation data collection for mapping and GIS data management. Communication and Stakeholder Engagement:

яВ╖ Support the Project Manager in disseminating early warning messages to vulnerable populations, focusing on agriculture, wash, and shelter sectors.

яВ╖ Contribute to the identification of gaps in existing Early Warning Systems (EWS) and assist in the installation of monitoring systems such as Automatic Rain gauge, river gauge, and Soil Moisture Monitoring System.

яВ╖ Assist in the design and implementation of a web-based solution for the dissemination of multi-hazard early warning information.

Community Engagement and Action Plans:

яВ╖ Collaborate with communities and local institutions to contribute to the development of localized, child-cantered early action plans based on existing information on multi-sector risks and vulnerabilities.

яВ╖ Support the Project Manager in conducting Household Economy Analysis (HEA) and pre-crisis assessments for targeted districts.

яВ╖ Assist in the development of action plans for cyclones, landslides, and floods in targeted District/Upazila.

Vulnerable Community Preparedness:

яВ╖ Contribute to the identification of community-led, small-scale, gender-sensitive, child-friendly flood early actions for cyclones, floods, and landslides.

яВ╖ Assist in the implementation of gender-sensitive, child-friendly anticipatory actions at the community level.

Administrative Support:

яВ╖ Provide administrative support to the Project Manager in organizing meetings, workshops, and other project-related events.

яВ╖ Assist in project documentation and reporting, ensuring accuracy and timeliness.

Qualifications:

яВ╖ Masters/Bachelor's degree in a relevant field (environmental science, disaster management, social sciences, etc.).

яВ╖ Minimum of 3 years of experience in project implementation, preferably in climate resilience or disaster management projects.

яВ╖ Strong organizational and coordination skills.

яВ╖ Excellent communication and interpersonal skills.

яВ╖ Knowledge of MEAL activities and project evaluation processes.

яВ╖ Familiarity with gender and inclusion initiatives.

Project Manager - Climate Resilience and Anticipatory Action

Responsibilities:

Project Planning and Implementation:

яВ╖ Develop detailed project plans, including timelines, budgets, and resource allocation.

яВ╖ Coordinate with various stakeholders, including government bodies, local communities, NGOs, and funding agencies.

яВ╖ Oversee the execution of child-cantered community-based risk and vulnerability assessments.

яВ╖ Manage the implementation of early warning systems, including the installation of monitoring systems.

яВ╖ To develop a system for collecting baseline information and tracking the project progress in line with the log frame indicators of the project.

яВ╖ Ensure that the project is carried out according to standard operating procedures, technical manuals, and policies.

яВ╖ Financial management and monitoring 

Capacity Building and Training:

яВ╖ Design and implement training programs for volunteers, DMCs, youth forums, and meteorologists on anticipatory action.

яВ╖ Facilitate community-based risk analysis and vulnerability assessments, ensuring active participation from all stakeholders.

яВ╖ Collaborate with relevant departments for consultation on risk analysis and child-cantered assessments.

Early Response Initiatives:

яВ╖ Develop and oversee the dissemination of inclusive voice messages and sector-specific advisory messages.

яВ╖ Identify gaps in existing Early Warning Systems and propose improvements.

яВ╖ Implement automatic monitoring systems (rain gauge, river gauge, soil moisture) and a web-based solution for early warning information dissemination.

яВ╖ Enhance access to early warning information through innovative solutions.

Community Engagement and Action Plans:

яВ╖ Facilitate the development of localized, child-cantered early action plans based on risk assessments.

яВ╖ Conduct Household Economy Analysis and pre-crisis assessments.

яВ╖ Promote child-cantered anticipatory action and pilot agromet FARRM school initiatives.

яВ╖ Collaborate with funding agencies for opening funding windows for anticipatory action initiatives.

Learning and Advocacy:

яВ╖ Establish and facilitate Anticipatory Action forums and disaster risk management frameworks.

яВ╖ Share lessons learned with humanitarian actors and advocate for gender-sensitive early action strategies.

яВ╖ Collaborate with national and global Anticipation Hubs for evidence generation.

Reporting & Communication:

яВ╖ Develop and submit accurate monthly work plans and reports to the line manager, copying the Program Manager of Concern for information.

яВ╖ Develop high-quality donor reports for resilience-related activities contributing to the project, and submit them as required.

яВ╖ Ensure government participation in key social events such as trainings, exposure visits, workshops, etc., as appropriate.

яВ╖ Liaise with relevant government departments and keep them updated on the projectтАЩs progress and achievements regularly.

Qualifications:

яВ╖ Master’s degree in a relevant field (climate science, disaster management, environmental studies, etc.).

яВ╖ Minimum of 5 years of experience in project management, preferably in climate resilience or disaster management projects.

яВ╖ Strong knowledge of child-cantered approaches, anticipatory action, and early warning systems.

яВ╖ Proven experience in community engagement, capacity building, and training initiatives.

яВ╖ Excellent communication and interpersonal skills.

яВ╖ Demonstrated ability to work with diverse stakeholders, including government agencies, NGOs, and communities.

Brief/Summary of responsibility:

тЧП Ensure data inputs in regular and periodic reports and database and prepare internal and external reports quantitative and qualitative reports

for Save the Children and necessary Stakeholders.

тЧП Assist and ensure in project-specific dashboard development and regular update for the project.

тЧП Through regular field visits and data analysis, prepare monthly monitoring reports to inform decision making.

тЧП Work with the field team and partners to ensure that data is collected and entered into databases and/or tracking sheets, and/or data platforms on a regular basis

тЧП Work with project staff to provide Monitoring & Accountability inputs for project and program reports

Details responsibility:

тЧП Prepare Monitoring & Accountability activity plans in accordance with the overall operational plan of the project.

тЧП Develop user-friendly monitoring tools under the guidance of Save the Children to collect data during routine field activities by the field staff.

тЧП Arrange orientation to project staff on the monitoring tools and ensure all have equal understanding on the tools.

тЧП Update plans in accordance with monitoring data and other factors in the planning cycle.

тЧП Ensure that the project activities are taking place in accordance to project plan.

тЧП Bring notice of any deviation of the project to the management of JAGO NARI & Save the Children.

тЧП Keep close contact with the program team members of this project, for collection of monthly data and compile those on regular basis along with

input in database.

тЧП Check & maintain Dashboard of project so that the project management would be able to see the project progress and take corrective measures on right time.

тЧП Prepare Quality Benchmark tools for relevant activities and operate it.

тЧП Ensure CFRM(Complain Feedback & Response Mechanism) during project intervention.

Supervision & Monitoring:

тЧП Conduct field visit and routinely monitor the project activities and ensure that the field activities are in line with the project objectives.

тЧП Allocate responsibilities to field staff members and provide necessary guidance to collect field data on a regular basis.

тЧП Ensure the collected data is entered in the tracking sheet, database or data platform.

тЧП Monitor ongoing activities against inputs and outputs.

Data analysis and report generation: 

тЧП Ensure collection of the field data from field staff on a regular basis and compile and analysis those on monthly and quarterly and generate reports to inform decision making.

тЧП Provide necessary input to related program persons to use different software for data collection and stored.

тЧП Able to involve the target population in the project cycle and address their need

тЧП Able to handle huge data received from the field and generation of various reports.

тЧП Able to find out the root causes of problem and solve problems using participatory methods.

тЧП Ability to present the field findings in a simple method, it can be qualitative & quantitative.

тЧП Bring notice of the project management team any issues which cannot be addressed. Coordination with other staff of the project along with JAGO NARI.

Children:

тЧП Project Officer Monitoring & Accountability will have vertical relationship with other staff members (Program & Finance) of this project so that a team approach works well to achieve the project objectives.

тЧП Project Officer Monitoring & Accountability will have close communication with MEAL department of Save the Children and JAGO NARI.

Perform other activities according to the need of projects:

тЧП Studies on various research papers and support to new research under the project.

Skill & Effort:

тЧП This position requires highly experience in Monitoring & Accountability field along with handling quantitative and qualitative data.

тЧП Able to understand the dynamics on Child centered Anticipatory Action and DRR or Climate Change scenario of central coastal Bangladesh.

тЧП Required skills in designing friendly users monitoring tools, handling huge data, highly skilled in using software packages like SPSS for data analysis, compilation and presentation, staff supervision, knowledge on FGD, IDI, KII methods, correct use of field data in the project cycle, etc.

тЧП Able to prepare monthly/quarterly reports as per project need.

Working Condition:

She/he will visit the selected Unions under this project under Patuakhali District. Attend Project & JAGO NARI appointed training, workshop seminar etc.

Qualification & Experience:

тЧП Minimum 3 – 4 yearsтАЩ professional experience on Monitoring & Accountability with particular focus on Child centered Anticipatory Action,

Forecast based Financing, Humanitarian Action, Disaster Risk Reduction, Climate Change Adaptation, skills development, and decent work.

тЧП MasterтАЩs degree on Disaster Management, Anthropology, Social Science, Environmental Science, Statistics, Development Studies, or other analytical field is desired.

тЧП Sound knowledge on Disaster Management System in Bangladesh and globally.

Overall, the Project Officer for Finance and Administration plays a crucial role in ensuring the smooth operation of the Anticipatory Action Project by managing financial resources effectively, administering project activities efficiently, and facilitating coordination among stakeholders 

1. Financial Management:

Budgeting: Develop, monitor, and update project budgets in coordination with projectmanagers and stakeholders.

Financial Reporting: Prepare regular financial reports, including income statements, balance sheets, and cash flow statements, to track project expenditures and financial performance.

Expense Management: Manage project expenses, ensure adherence to budgetary guidelines, and identify cost-saving opportunities.

Grants Management: Oversee financial aspects of grants received for the project, including compliance with donor requirements and reporting.

Procurement: Coordinate procurement processes for goods and services required for project implementation, ensuring compliance with organizational policies and donor regulations.


2. Administration:

Office Management: Manage day-to-day administrative tasks such as office supplies, equipment maintenance, and utilities. Administrative Support: Provide administrative support to the Project Manager in organizing meetings, workshops, and other project-related events. Assist in project documentation and reporting, ensuring accuracy and timeliness. Human Resources: Assist in recruitment processes, maintain personnel records, and facilitate employee on boarding and off boarding procedures. 

Contract Management: Maintain contracts with vendors, consultants, and service providers, ensuring compliance with terms and conditions.

Documentation: Maintain project documentation, including contracts, agreements, and correspondence, in an organized and accessible manner.

3. Project Coordination:

Coordination: Serve as a focal point for communication and coordination between project teams, partner organizations, and stakeholders.

Monitoring and Evaluation: Support the implementation of monitoring and evaluation activities to assess project progress and impact.

Reporting: Assist in the preparation of project reports for internal and external stakeholders, providing updates on project activities, achievements, and challenges.

Risk Management: Identify potential risks to project implementation and develop strategies to mitigate them ensuring project objectives are achieved effectively and efficiently.

4. Compliance and Audit:

Compliance: Ensure compliance with organizational policies, donor regulations, and legal requirements related to finance, administration, and project implementation.

Audit Support: Facilitate internal and external audits by providing necessary documentation, responding to queries, and implementing audit recommendations.

Qualifications:

яВ╖ A Masters/Bachelor's degree in finance, accounting, business administration, economics, or a related field is often required.

яВ╖ Minimum of 3 years of experience in project implementation as Finance and Admin Officer, preferably in climate resilience or disaster management projects.

The project aims to enhance access and capacity for climate information services, implement effective early warning systems, and develop risk-informed early action plans. In this connection, JAGO NARI is seeking an Assistant Project Officer for this project. The Assistant Project Officer, as a front-line position, will play a crucial role in providing direct support to the Project Officer; will play a vital role in the implementation and coordination of a comprehensive climate resilience project with a focus on child-cantered anticipatory action. This role involves actively engaging with local communities, facilitating on-the-ground project activities, and contributing to efficient project management.

Responsibilities:

Project Implementation and Community Engagement:

яВ╖ Actively participate in the execution of child-cantered community-based risk and vulnerability assessments, ensuring meaningful community involvement.

яВ╖ Support the coordination of capacity-building initiatives for volunteers, district-level resource pools, DMCs, children and youth forums, and interpretation groups on Anticipatory Action.

яВ╖ Facilitate child-cantered, community-based risk analysis and vulnerability assessments, actively involving community members and ensuring their perspectives are considered. Communication and Stakeholder Engagement:

яВ╖ Assist in the dissemination of early warning messages to vulnerable populations, with a focus on agriculture, wash, and shelter sectors.

яВ╖ Contribute to identifying gaps in existing Early Warning Systems (EWS) and actively participate in the installation and maintenance of monitoring systems, such as Automatic Rain gauge, river gauge, and Soil Moisture Monitoring System.

яВ╖ Play a hands-on role in the implementation of a web-based solution for the dissemination of multi-hazard early warning information.

Community Action Plans and Preparedness:

яВ╖ Engage directly with communities for the development of localized, child-cantered early action plans based on existing information on multi-sector risks and vulnerabilities.

яВ╖ Assist in conducting Household Economy Analysis (HEA) and pre-crisis assessments for targeted districts.

яВ╖ Actively participate in the development of action plans for cyclones, landslides, and floods in targeted District/Upazila.

Vulnerable Community Support:

яВ╖ Participate in the identification and implementation of community-led, small-scale, gender-sensitive, child-friendly flood early actions for cyclones, floods, and landslides.

яВ╖ Support the implementation of gender-sensitive, child-friendly anticipatory actions at the community level.

яВ╖ Prepare community risk and vulnerability plan Administrative and Documentation Support:

яВ╖ Provide on-the-ground support for organizing meetings, workshops, and other project- related events.

яВ╖ Assist in real-time project documentation and reporting, ensuring accuracy and timeliness.

яВ╖ Collects feedback from beneficiaries and stakeholders for necessary program improvement.

Qualifications:

яВ╖ Bachelor & degree in a relevant field (environmental science, disaster management, social sciences, etc.).

яВ╖ 03 YearsтАЩ experience in a front-line or community-engagement role is highly valued.

яВ╖ Strong organizational and coordination skills, with the ability to work independently.

яВ╖ Excellent communication and interpersonal skills, with a keen understanding of community dynamics.

яВ╖ Knowledge or willingness to learn about MEAL activities and project evaluation processes.

яВ╖ Familiarity with gender and inclusion initiatives.

Salary & Benefits: BDT-36,000/= BDT Monthly (For year one) with other benefits as per Project policy.

Volunteering opportunities for young people in Bangladesh

ICS provides volunteer placements for 18-25 year olds and Team Leader placements for 23-35 year olds. ICS is led by VSO and funded by the UK Government.

Volunteers help to make sure young people are engaged with local governance so employment can be created and they become more aware of their sexual and reproductive health rights.
